Among all residence permits, Golden Visas accounted for 0.8%

According to the latest Eurostat report, in 2018, the EU has issued 3.2 million residence permits for people from countries outside the European Union (the main beneficiaries are Ukrainians and Chinese). About 28,193 of the first residence permits were issued under the Golden Visa program (this is 0.88% of the total number of first residence permits issued).

The largest number of Golden Visas were issued by Greece, Spain, and Portugal: 15308, 4242 and 3909 issued permits, respectively.

According to Eurostat, Greece issued a total of 35,571 first residence permits in 2018. Of these, about 43% are Golden Visas (this is 15 308 residence permits), which is a phenomenal result.

Portugal in the previous 2018 issued 61741 residence permits (of which 3909 people passed under the "Golden Visa" program).

As for Cyprus, its investment program is limited to 700 investors per year. Alas, the exact number of issued residence permits cannot be found in the public domain, but if we consider that one investor has a family (2 children and a spouse), then we get about 2800 issued residence permits.

The most popular country for obtaining gold visas is the UK. The United Kingdom has granted entry permits to 376 (investors) and 590 (family), representing a total of 966 visas under the first level investor scheme.

Poland and Germany are the main countries for issuing residence permits to third-country nationals:

  • Poland - 20% of all permits issued in the EU

  • Germany - 17%

  • Great Britain - 14%

  • France / Spain - 8%

  • Italy - 7%

Compared to the population of each Member State, the highest rates for issuing first residence permits issued in 2018 were recorded:

  • Malta - 35 permits per thousand inhabitants

  • Cyprus - 24 permits issued per thousand people
